How does this tax credit differ from what the Federal government offered first-time home buyers in 2008?
The 2008 tax credit for first-time home buyers was essentially an interest-free fifteen year loan. It reduced the initial outlay for home buyers, but had to be repaid. The new 2009 tax credit would only need to be repaid if the buyer did not live in the home for at least 3 years.
